[Support request] Enable Unfiltered HTML

In Capability Manager I am trying to enable Authors so they can use “unfiltered html”. The site I am trying to enable this for is a Multisite WordPress install. I have tried both with the default Author role and with a copy of the Author role (Super Author) but neither seem to work. I have tried logging in and out with the user but to no success. Any thoughts to try?

WP 4.4.2
Permit Permit Core: 2.3.8
PP Collab: 2.3.2
PP Compatibility: 2.1.26
